Until November 7, 2016,the Standing Committee of the National People's Congress deliberated and adopted the "Decision on Amending the Private Education Promotion Law of People's Republic of China " (hereinafter referred to as the "People's Promotion Law (Amendment)"), and changed Article 18 to Article 19, which reads “The organizers of private schools can choose to set up non-profit or profit private schools independently”, which fundamentally recognizes the legitimacy of Category Management in private schools.
